This is the Night Specter for the Necropolis faction in Warlord. It came with two different heads; the other one was a goat-skeleton looking-ish one. With the cloak I thought the hooded variant was better, though a lot of people say the other one is.

Ah well.

All the bone colors are the standard Bone Triad from the Master Series Paints. The glowy blue-white effect is Midnight Blue highlighted with multiple layers of Ghost White up to Pure White at the high points. A simple process, but one that looks pretty good if ya ask me.
